Makesure you disable steam input for AC in control settings in steam. Also try running someone int he background like DS4Windows, and see if that makes a difference. The steering degrees (when assigning a gamepad) work in a way like a finesse setting. The d-pad is known to not work at all in the game, but maybe you won't be missing out buttons. .
